using a test light check for power and ground for the lighter socket. if this is good then then you know the fuse is good. this indicates that you need to replace the cigarette lighter element. the part that gets hot when you want to light a cigarette.
Could be the codes, but most likely it may need to be re set because the battery was disconnected. Here is a great solution for if you ever have to remove your battery. Go to radio shack or any other place that sells a cigarette adapter, you just need the cigarette adapter and a couple of inches of wire sticking out. Strip the red and black wires and buy a 9 volt battery adapter. connect the two together red to red and black to black. plug it into your cigarette lighter socket and then anytime you have to remove the battery from you vehicle you will never lose any memory from the vehicles memory.
Your best bet is to check on eBay for an adapter - the Asians make all sorts of stuff for cars now & i'm sure there is an adapter out there suited for your purposes. P.S. It may sound silly but are you sure you are using the actual cigarette lighter socket & Not a power outlet socket that many cars are now fitted with as standard?, my phone charger fits the cigarette socket but not the power outlet?, you never know?
Check ALL the fuses. pull them out an dlook. Also repace the one that is power for the dash/rradio/etc... even if it looks good.
If that doe snot fix it then pull the lighter out and test the wire going to it for power. If it has power then you might have a bad plug/ground. Replace outlet if so.
a lot of cars are that way u need to have it changed to a power point adapter should not cost to much GM is famous for doing this even though it does not make sense
I assume that you tried the cigarette lighter itself and didnt rely solely that the charger was working properly. When you tightened the ring on caseing did you see that the wire connected on the back of the lighter was properly attatched, sometimes a good connection loosens up especially if caseing was found to be loose.. Well assuming it was properly connected you could test the circuit with either a multimeter or 12 volt test light if power is found at connection then you problem is definetly the cigarette lighter assembly itself..
