If the vehicle does not shift out park after stepping on brake pedal twice , I would suggest checking all electrical fuses,If after stepping on brake pedal twice allows you to move shifter then the problem
is likely caused by a slow operating(Brake Pedal Shift Interlock). Contact your local dealer for part and replacement .Most Service dealers will explain that your vehicle has a Brake Pedal Shift Interlock that operates slower & silent by design which is true. There is a shifter solenoid that prevents it from being shifted out of park without your foot on the brake pedal. The solenoid may be bad or your brake pedal switch may be bad.

check to see if the brake lights come on it may be a problem with a brake switch under the dash not letting the shift lock release. there may be a seperate switch just for it so check and see it there is two switches touching the brake pedal lever if the brake lights come on.

There is a broken part inside the shifter.
If you cannot shift out of PARK (P), ease the pressure on the shift lever. Push the shift lever all the way into PARK (P) as you maintain brake application. Then move the shift lever into the gear you want. If you are still having a problem shifting, then have your vehicle serviced soon.
