Electronic Stability Control,works opposite to abs,in that,it stops the wheels from spinning on loose ground/snow by applying the brake to the wheel that is spinning.TURN IT OFF.you WANT the wheel to grip not brake.and as far as being poor on hills, the toureg (amongst loads of other makes of 4x4s),is NOT designed for snow/off road,the four wheel drive just ENHANCES grip/handling on tarmac.(try a Subaru on a track/off road rally).

Abs esp

ABS (GERMAN SYSTEM DESIGNED BY BOSCH)anti blocking system,stops wheels from locking up when braking hard(in europe you switch it off in snow....switch fitted)
ESP(as above)electronic stability program,uses the abs system to stop the wheels from spinning for max grip.
to test abs,stand on brakes hard,if wheels lock, it aint working .dashlight on.
esp,park with 2 wheels on grass and 2 on tarmac, floor gas.no spin.

First check the cabin air filter. All the air goes through this before the system. They need repacement every 15,000, or they get dirty and don't work well.

not sure what country you are from but in England you get 3 year 60000m warranty if you had your touran in 07 then it should still be in warranty.if not then it could be bad news ,the most common problem is the brake pressure sensor it is designated G201and it is a internal part of the abs unit,the unit costs around £900!!.when this sensor fails the only light that is illuminated is the esp light usually if you have a brake switch problem the engine warning light is illuminated also.

2003 GTI 1.8T ESP light on and cruise control inoperative.

If the ESP light on the touran stayys on pernamently then it is extremely likely that the ABS control unit is faulty. Its a common problem with tourans, unfortunately the part alone is about £1000.

New tires

ya, and all the hills make it 10x worse. i'm from pittsburgh. it all depends on how much you want to spend. but make sure they are winter performance and not all season, they are better for snow and icey conditions.

Are the new tires rated for ice & snow? They are a softer compound & grip better in cold weather.

TOURAN ESP LIGHT ON AT DASHBOARD

This is common problem with many vw's
Sounds silly but change the brake light switch under brake pedal.
Often solves the problem (about £8 for switch) will need the light turning out by diagnostic tool.
