Could be a few differnt things, start with the obvious and least expensive, check the fuse, and relay for the blower motor, if they are good, move on the blower resister. and if not the resister id say the blower went, but most likely one of the first two. hope this helps you

My 2001 BMW 325I Heater fan comes on when heat or air is off.

From your discription I feel like it is only the resistor that is at fault.
