Hello,
when you pull the fuel door from inside, there is a hook
that releases that makes the fuel door opens. Its is possible that the
hook is not releasing, that's why the door won't open.
At this
point, you will have to manually open the fuel door with a flat screw
driver. Ask someone to put the fuel door control from inside the car,
while you deep a flat screw driver to release/free the door.
This should open the fuel door. After the fuel door is opened, you can check the hook and see why its not responding.
