Relieve
the fuel pressure at the pump switch located in the passenger
compartment under the carpet of the transmission hump on the passenger
side. Remove the fuel tank. Turn the lock ring
counterclockwise until it's loose and remove the lock ring. Pull the
fuel pump/sending unit from the tank being careful not to bend the arm
for the sending unit float. Discard the old lock ring seal. Installation
is reverse of removal with the following additions: (a)Apply a coat of
heavy grease to the new lock ring seal to hold it in place during
assembly. Install the seal in the lock ring groove. (b)Install the fuel
sender/pump unit into the fuel tank so that the tabs of the unit are
positioned into the slots in the fuel tank. Make sure to keep the seal
in place during installation until the lock ring has been tightened
properly. (c)Hold the fuel sender/pump unit in place, install and
tighten the locking ring clockwise until the stop is against the

There are a couple things here. In the first place if you can pump fuel with the pump off the engine and pumped by hand doesn't mean that it will pump on the engine. See the stroke on the engine is very short, it only moves like 1/4 inch. So you could have a bad pump even though you are pumping by hand. The gas cap, will have no effect on this model. Yes the pick-up tube has a filter on the bottom of it, and it could be stopped up. You can remove this unit up through the top of the tank, got to wiggle it and turn it sideways, and if you can find a used one( New ones scarce and expensive) by going to used parts place, and look for 1967 - 1972, they are all alike. Lots a luck in fixing this great ole truck.

I've had this problem twice (2 different trucks). Both times it turned out to be a bad ground in the engine compartment. Look for a loose/broken wire near the battery. If you find one that doesn't have a home, ground it to the negative battery terminal and see if that fixes your problem. (The wire that I'm referring to serves as a ground for the fuel system, and the pump won't run if it's disconnected. If the wire isn't secured somewhere away from the fan, the fan can catch it and break it.)

Evap vent solenoide is stuck closed. Start by replacing the valve and checking the hose to the valve for clogs...this is located between the cab of the truck and the bed of the truck on the driver side (can be seen if you look down through the crack)....If this doesn't work then check the fuel filler neck hose for kink or restriction this is the hose that goes from the gas cap to the fuel tank.

A FORD EQUIPED WITH DUAL TANKS THIS YEAR MODEL HAS CHECK VALVES IN THE FUEL PUMPS .THE FUEL RUNS FROM THE REAR TANK WHEN IT IS POWERED ON TO A TEE AND INTO THE SAME LINE AS THE FRONT PUMP . THE PROBLEM IS AT THE BOTTOM OF THE FRONT FUEL PUMP THERE IS A CHECK VALVE ON THE FOOT AND IT IS NOT WORKING.WHILE THE TRUCK IS RUNNING WITH THE REAR FUEL PUMP ON IT IS PUMPING FUEL INTO THE FRONT TANK . IT WILL RUN OUT OF THE NECK WHEN IT IS FULL.THE FIX IS SIMPLE REPLACE THE FRONT FUEL PUMP. THEY DONT MAKE A CHECK VALVE REPLACEMENT I CHECKED I HAD THE SAME PROBLEM AS YOU.
