I would bet the check engine light is on also?
The transmission will default into second gear any time there is a problem with the transmission, also referred to as limp mode. The engine computer will usually have a P0700 code which indicates there is a code stored in the transmission computer. You will need a higher end scan tool to read transmission codes or you can call your local auto parts store to see if they can read them for you. The codes will help narrow down the possibilities.
The two most common causes for this are the input and output speed sensors.

Take it to autozone and have it scanned. sounds like its either a shift solenoid pack or a speed semsor in the front of the transmission.
Make sure the vacuum line is not only hooked up but hooked up and not cut or leaking. There is a vacuum that causes the transmission to shift and it sounds like this needs fixing or replacing.
would the engine light come on with that?
A 2001 is completely electronically controlled. there is no vacuum line to the transmission
No because there is no vacuum line on that transmission. It is completely computer controlled.
