There are 2 thermal switches for your water temp. One runs the dash gauge and the other works the Engine management system. In short, the Brain needs to know the engine is cold so it can go into a "cold start routine". This routine speeds up the idle and enriches the fuel mix until it gets a signal from the Thermal water switch to stop.
Then the idle drops and the fuel mix is normal. Usually you are on the highway before this cutback occurs and you do not notice it. Both Autozone and Oreilys give free scans which may reveal more problems. But if you ask for the Water sensor that works with the computer they should have it and show you where it goes.
If your engine already revs up when cold, then you could have a fuel Regulator problem. Overnight the fuel drains back to the tank and the Injectors are dry. The fuelpump is suppose to pressurize your system in 1 or 2 seconds. If there is an airlock, gauges would need to be used to measure the pressure and fuelpump preformance.
