If the water pump is leaking, it needs replacement. Timing belt is replaced at certain mileage intervals . You can have the belt inspected by a garage. The timing belt does not have to be changed to replace the water pump. If a timing belt is changed, then it is standard procedure to change the water pump, since the water pump is removed when replacing the timing belt.

Many a times the problem occurs due to timing not adjusted,in many cases the timing belt also needs to be replaced while water pump replacing.
Or its also possible that water pump not replaced properly or timing got mistimed.

Car not starting or turning over indicates towards multiple possibilities. It can be issue with battery or weak battery. It is common practice to replace the water pump when replacing the water pump also. If the timing belt has recently been replaced than it would not be necessary to replace it again. If the belt is original than it makes perfect sense to replace it when the water pump is replaced as the timing belt will need to be removed in order to replace the water pump. There is no additional labor coast just the additional parts cost of the timing belt.

When it is done you shouldn't have to worry about it for the next 100,000 miles or so.

If you don't replace it when you have the water pump replaced than down the road when the timing belt is due for service you will have to pay for all the labor costs again to replace the water pump.

Yes the water pump does run of the timing belt system.
Directly from the service manual:

The 3.5L water pump has a die cast aluminum
housing and a plastic swept vane impeller. It bolts
directly to the right rear timing belt cover using an
O-ring for sealing. The water pump is
driven by the engine timing belt.

REMOVAL
The water pump on all models can be replaced
without discharging the air conditioning system.
WARNING: DO NOT REMOVE PRESSURE CAP
WITH THE SYSTEM HOT AND UNDER PRESSURE
BECAUSE SERIOUS BURNS FROM COOLANT CAN
OCCUR.

NOTE: It is normal for the water pump to weep a
small amount of coolant from the weep hole (black
stain on water pump body). Do not replace the
water pump if this condition exists. Replace the
water pump if a heavy deposit or a steady flow of
engine coolant is evident on water pump body from
the weep hole (shaft seal failure). Be sure to perform
a thorough analysis before replacing water
pump.

(1) Drain cooling system (Refer to 7 - COOLING -
STANDARD PROCEDURE).

(2) Remove accessory drive belts (Refer to 7 -
COOLING/ACCESSORY DRIVE/DRIVE BELTS -
REMOVAL).

NOTE: The water pump is driven by the timing belt.

(3) Remove engine timing belt (Refer to 9 -
ENGINE/VALVE TIMING/TIMING BELT AND
SPROCKETS - REMOVAL).

(4) Remove water pump mounting bolts (Fig. 31).
Note position of longer bolt for proper re-installation.

(5) Remove water pump body from engine
