93 intrepid ran rough check engine light came on but stayed running. Next time tried to start , nothing. Turns over fine.Supplied power to Fuel pump, its fine.No spark when checked. Changed Coil pack , still no start. so it turns over fine but no power to fuel pump or coil. ???

Check make sure all plugs are firing. Sounds like what my 93 Rodeo was doing-Idled okay but very rough when in gear. Turns out only 5 out of 6 plugs were firing due to a defective ignition module- 100 bucks later it works fine.
You have two pumps,I guess you know that ,if you already did one. Did you check fuel pressure at the rail and check out the electronic pressure regulator? What codes are coming up and do they stay set?
this year model is notorious for fuel related probs...check the remainder of the fuel system, injectors, and the fuel pressure regulator also verify that the fuel pump is actually running and getting the correct amount of power to the pump itself..... it may not be bad just not getting enough power
I have a 93 escort and it lost power every once in a while and ran rough at other times. The solution was to replace the oxygen sensor. It has run excellant for the last 45,000 miles now.
