My Volvo GLE (Manual 1991 model) speedometer & Odometer is not working. The sensors are fine. According to the mechanic, the problem is with the speedometer itself. Anyone knows which component of the speedometer is faulty?

If the speedo works and the odometer does not, I would say its the odometer that has failed. The speed sensor in the transmission works for both components so that leaves the odometer.
There should be a speedo sensor on the transmission somewhere. I don't know exactly where it is located. I believe your speedo is all electrical so the sensor on the transmission sends a signal to the speedo head. You can go onto some parts stores websites and see if one is listed for it, if it is, I would try replacing that first. I don't think the part should be more then $50 or $60 but you never know with Volvo. Good luck.
There is a speed sensor on the rear diff cover that may me shot, however it is regulated by hertz so the dealer is the best place to see if the wires are okay. That sensor can be costly.
the odometer part of the speedometer has more than likely broken, or is just work out. you can't replace just that part of it either, you'll need to look around or search google for a replacement speedometer. bear in mind that some laws come into play when replacing the speedometer / odometer on a vehicle as well.
Most likely a speed sensor is going bad (most cars and truck do not use mechanical speedometer cables anymore) most sensors are located near the differential in rwd cars or near the drive shaft on the transmission. Best bet is to get a Haynes manual for your car to help locate the speed sensor. Remove it and take it to the auto parts store so you can visually compare it to the replacement. Install the new speed sensor and it should restore your speedometer and odometer.
