Sounds like an electrical short or malfunction. this is a dealer only issue that VW knows best to solve. Check with your dealer to see if any recalls are on your vehicle and take it to them for repairs. Most local shops don't know enough about VW's to work on them accurately. I know this from experience of owning one myself years ago. Trust NO ONE BUT THE DEALER WITH YOUR VW.

I have a 2003vw jetta the epc light is on and the will not come out of park nor the stop lights come on,I have already changed the brake switch and still won't work..

EPC light should have nothing to do with the shift interlock,(EPC is traction control) should be a small cap or plug on the console, near the shifter that has the interlock disengage button, usually done with a key, check shift interlock in the owners manual.

Volkswagen Jetta won't go into gear from park what

There's a relay on the brake pedal arm that actuates when you press the brake pedal. This releases the lock on the shifter, so you can shift out of Park. VW's are notorious for having issues with this relay. Stick your head down by the brake pedal and you'll see where the pedal arm hits the relay. It's more than likely stuck, and may not need to be replaced. I'm guess you probably have no brake lights either...

I only got hits back from eBay (& AMAZON)...

Jetta headlights not working

Ignition switch will cause you to loose your head lights and turn signals. You will still be able to start the car and hold the switch for your brights but normal function is gone. Check it out it usually only runs about $20-$30 for replacement part but you need a special puller to get to it.

2003 jetta

Was this a used car when you purchased or did you purchase new? If used check your module its probably located on the floor of the car as most are they can get wet and things react that aren't supposed to.
