If it isn't the fuse then it is an internal issue. The easiest fix is it is solder on the the thin resistors on the circuit board (sometimes the soldering goes "bad"). Open up the clock and look at the resistor soldering, if they look cracked then they need to be re-soldered. There should be a backup radio (clock) fuse (probably in your inside-the-car fuse box). Sounds like it might not be there, or it is blown. It is normally removed in order to clear trouble codes from the computer.
When you do that (remove it to clear trouble codes), the clock and the radio have to be reset, so it sounds like that fuse may be missing (the car will run without it).

common problem with these clocks. you must replace the clock. my 98 crv does the same thing. i havent taken the clock apart yet but i think its a bad connection on the clock circut board. they share the fuse with the radio and or acc plug. i think they are around $225?
