I just had this issue fixed after a year of pain and suffering seem to find out it is a bad park break sensor it was 36.99 at volvo and took 5 mins to fix it is located under your driver side dash behind the clutch next to the yellow air line best of luck to you my truck is a 2011 vnl 670
You can have a bad dash valve, your yellow / red pull valve to set the brakes may be leaking internal. get the truck as quite as you can, build air till the gov. pops and shut off the engine. Listen at the dash for a air leak. Open the hood and look for a yellow hose, (right at the steering rod as it goes into the dash firewall, the end should be right at the fender well). feel the end of this hose for an air leak, if there is air escaping that indicates the dash valve is leaking. Next does the tractor brake lights stay on, if they do, check the switch on the brake pedal, one small air line goes to it this switch. If this switch is bad that can cause your condition. hood and check the brake fluid level in the
reservoir:
- Fluid level below MIN mark: Do NOT drive. Tow car to shop for check/repair of brake system.
- Fluid level between MIN and MAX mark: proceed immediately and with caution to a Volvo dealer for an inspection of the brake system.

As I stated before this is a Volvo Highway Truck, not a car!!!! It does not have brake fluid, this truck is equipped with an air brake system!!!
