The starter may be bad if there is too much amperage draw (75 A to 125 A draw) and it doesn't turnover vigorously, or there is too little amperage draw (1 or 2 A) indicating the solenoid on the starter is bad or the brushes are worn out.
Lights and accessories don't draw nearly as much as a starter. The starter is the highest drawing electrical accessory on the car's chassis.
So, if the horn, lights, and radio work, that doesn't mean the starter has enough current to operate.
Check for a bad battery or connections before changing the starter.
Not one engine sound coming from turning the key means the back end of the ignition is failing. I think it is called the ignition switch. It is the cheaper part versus the full ignition and set of keys.
