I'm just guessing here, but did you buy the lowest cost pumps or did you go for a midrange pump. You really do get what you pay for. A $25 pump is probably not as well rebuilt as a $40 pump. Other than just bad rebuild jobs, can you see any offset in the belt that drives the pump? Is the pump pulley in line with the other pulleys on that belt? Any side stress on the pump bearings will cause excessive noise. Take a close look at the pulley alignment. Hope this helps. BTW - I prefer Advance over Autozone - just saying...

Most Ford power steering pumps are noisy and have a groaning noise for a 500 mile (805 km) break in period, and they usually have a tag on them or a piece of paper in the box that the power stering pump was purchased in that does say that the power steering unit will be noisy and require a 500 mile (805 km) break in period. Start the vehicle and turn the steering wheel all the way to the left then all the way back to the right from stop to stop, and then turn the steering back all the way to the left one more time and then turn off the vehicle and wait for a few hours or over-night to purge all the tiny air bubbles out of the power steering fluid, and that should quiet the power steering pump down.
