How does one replace the fuel filter on a 1998 Buick century? What degree of difficulty is it for a non mechanic ( but has some experience w/ basic car maintenance)?

The fuel filter is under car by gas tank. Use ramps or jack up car and support it good.
Loosen gas cap to relieve any pressure in system.
Twist the connector 1/4 turn in either direction to loosen any debris. Squeeze the plastic tabs on the end of the connector and pull the connector apart. Repeat for the other connector.(some models might have a screw in connector on one side) you will need a couple of wrenches.
Remove filter mounting bolt, unhook the tab from the receptacle in the frame and remove filter. Installation is just reverse.
snap the connector back on and pull to make sure it connected. You will need a drip pan to catch the fuel when you dsconnect the lines and what's in the filter.

Very simple. First locate the filter (usualy found under the car on the sides near the rear). All you have to do is release the pressure from the tank. This can be done by simply removing your gas cap. Useing line wrenches remove the fitting from both sides of the fuel filter. Put new one on but make sure to hand tighten first to make sure you do not cross thread and strip the fitting. Put gas cap back on. Now you will need to prime the filter. This can be done by simply turning on the car (do not start it) a couple of times so the fuel pump can push gas through the filter. Now you may start the car. It may hesitate a little bit but thats okay. After you the car running look under the car to make sure you are not leaking any gas. Now you are done. Good luck!

Did you check for spark? It sounds like you're not getting spark. Check for spark. If you are not getting spark then it sounds like you might have to replace the coil packs. Is it running a L4 engine? If its running a standard chevy L4 its probably the coil packs. Try to replace them check again for spark.

When was the last time the fuel filter was replaced? you may have a fuel filter that is getting restricted or possible the fuel pump is going bad. You will need to check the fuel pump pressure, and see if you can blow through the fuel filter. Hope this helps.

My 1999 Century gives me difficulty staying started after fueling

Sounds like a fuel pressure issue. When you release the pressure in the fuel tank, the pump may have difficulty re-pressurising the system. Another possibility is the the one-way check valve in the fuel pump is faulty, and fuel drains back to the tank while you are fueling. There also exists the possibility that the tank is being overfilled, and the fuel return line is being blocked, causing an OVERpressure situation in your fuel rail, which might explain why the engine runs when you hold the accelerator pedal down. How about your fuel filter; when was it last replaced? Is the check engine light on? Take it into a qualified garage and have the codes read. Maybe the mechanic will be able to point you in the right direction.

1998 Buick Century losses significant power at lower speeds

Possibly the EGR valve or TPS sensor if you have CEL codes. Check fuel pressure and if low change fuel filter if it is still low replace the fuel pump I beleive it is suppossed to be 41 to 47 psi. Pretty easy to replace fuel filter the Buick Century has a cover you remove in the trunk to access the fuel pump making the change very easy, if you can fit in the cramped space of the trunk.

I had a 1987 Century and when mine started acting like that I took it to a garage and they hooked it up to a computer tester for free. Is she getting the check engine light coming on? They found that mine was running (lean) which ended up being my fuel pump. Which is in the gas tank and can be pricey to get done, between $250-$350 and of course the filter would get done at the same time and that is only$20
