Question about 2000 Chevrolet Silverado 1500
The pinion will get engaged only if the starter motor gets a good momentum as the pinion will get tot he extreme end to be connected to the flywheel. No shim is required but to get the starter motor cleaned. clean the brushes, the commutator so that the motor energises with good momentum.
Use light grease on the pinion groove and the spiral track.

The problem seems to be with the solenoid on the starter motor that is why it is not engaging the flywheel. Please contact the nearest workshop as it can be repaired.
