The VSS needs to be checked and replaced.VSS means the Vehicle Speed Sensor.
Also the error code 15 is indicating this fault of speed sensor.
·15 - No vehicle speed signal. No vehicle distance (speed) sensor
signal detected during road load conditions.
So code 15 is saying
that the Powertrain Control Module (PCM) is not getting a signal from the
Vehicle Speed Sensor (VSS). This is probably due to a bad VSS or wiring
problem. This would also cause problems with the speedometer and cruise control
(if equipped).

Are you counting the blinks or what?
As check engine light is ON, you need to get the car scanned for codes. You could go to Autozone and get it scanned for free. Get a print out of the same that would tell you the exact reason for the problem. I cannot jump onto the conclusion that it is speed sensor unless you get it scanned. Once scanned, it would give you an error code which would tell us the reason for the fault.
Note - Check engine light is there as there is an issue with the car. This issue more likely is related to the other problem ( speedometer, odometer and od ).

Speed sensor is located Rear LH Side Of Transmission.
If speed sensor is not there it is located in the top of the rear end.
This sensor is the one you need to locate.

I understand that the VSS in not sending a signal to the PCM. Is this the sensor located on the transfer case or the one at the rear axle and does the code need to be cleared before the fix works?
94 Dakota 3.9 4WD Speedometer, odometer and OD not working. Does the speed sensor on the transfer case run these or does the one on the rear axle? Check engine light on and it gives a fault code 15.

Yes I am counting the blinks. Are you not familar with this method on a 94 Dakota? Autozone will give a different code, something like p500 telling the same thing. The code is telling me that there is a problem in the Vehical speed/distance circuit and this would be sent from the speed sensor which affects the speedometer, odometer and overdrive. My question is which sensor sends the signal. Pre 94 models had an actual old fashioned cable running to the speedometer so I am wondering if this is now being sent electronically from the transfer case sensor or the one on the rear axle.
Thanks. This was the correct sensor and after replacing found that it still produced the code 15 with the same non working speedo/odometer. One of the wires inside the wiring harness going to this sensor was broke. Fixed the wire and all is fine. Apparently with the 98 and up Dakota the sensor at the rear axle sends the speedo/odometer info but that's just an opinion.
