Hi, according to the original owners manual, "The fuse panel is located to the left of the steering column in the instrument panel. To expose the fuse panel, remove the lower steering column finish panel by removing the two retaining screws.

Local Ford dealership service department provide answer on location of the fuse panel. Fuse panel is located directly under the steering column. The cover panel is held by two screws and the power antenna swithch locking ring must be removed.

this might sound stupid but i assume the right rear is together ? take that drum off and walk back and forth till the other side is back together . that is how alot of mechanics do it. one side at a time so you always have the other side to look at.
