Haynes manual says right-side inner fender panel.

Tap on the shift motor on the transfer case see if that does anything, the motor may need to be replaced.

there is a panel under the steering wheel which goes across..there are 2 small black what looks like knobs under it one on each side,. if you turn them they will come out and the panel comes off the fuse box is on the left hand side of the steering column, below the light switch, and above the parking brake lever, once the panel is off you will see the fuse box..

I have an 86. Under the dash on drivers side are two 1/4 turn black knobs that release a cover over the fuse panel. There is a diagram on the inside.

Power Distribution Box
Located under the hood, in the engine compartment. It houses the fuses and relays for most of the under hood components which are not controlled by a dash mounted switch (such as the alternator, fuel pump, ECM, etc.). The fuses and relays are replaced in the same manner as the fuse panel inside the vehicle. The power distribution box cover is hinged on one end and utilizes a retaining latch on the other. Simply release the latch and lift the cover up to gain access to the fuses and relays.
