Wife has a 2006 Dodge Caravan, she said smoke without a smell was coming from her a/c vents, but only when using outside air not on recir. there was not a sweet smell , or a burning smell, but the outside humidity is very high today.....

Could be a leaking valve cover gasket or some other leak being picked up at the cowl vent and pumped into the van. Your heater fan fresh air inlet is at your passenger side wiper arm.

Dodge caravan 2001 blowing burning power steering fluid.

I can answer some of your questions without being there in person.
The smell inside the van is from fresh air entering the venting system. Not sure why you don't get it from all vents. The fresh air intake is in front of the windshield and will pick up any smells from the engine compartment.
Loosing the serpentine belt would not necessarily cause you to loose ps fluid, but having a leak could drain the pump and damage the bearings in the pump, causing the pump pulley to drag on the belt.
The ps pump could be in the final stage of failing.
And the shaft seal in the pump could be leaking fluid onto the engine and exhaust.

My wife says there was smoke and a burning smell coming from the dash of our 2001 Dodge Neon today. She let it set for 4 hrs then drove home with a fire extinguisher. No smoke I had an old Dodge...

I'd first check for wiring/fuses - make sure all electrics work. If I'm not mistaken, car has a cabin filter that might need changing. I don't think vent/leave is the issue.

I have a 2006 dodge grand caravan that is leaking either power steering or antifreeze. The power steering is full but there was redish orange liquid leaking. The antifreeze is low and a horrible smell...

The horrible smell is antifreeze leaking from the heater core. This is the more serious of two leaks. You might be able to fix it with some stop leak. You can also tighten the power steering hoses.

There is smoke come in from the heat vents

Are you sure it's smoke? Usualy this is steam from a ruptured heater core. If so you are loosing coolant into the heater ducting and it will eventually overheat. If it is steam from a bad heater core it will smell like anti-freeze.

Smoke coming through air vents

Is it smoke? Or is it steam? If it's really smoke, it will smell like burning wires and you have an electrical short somewhere. You're going to have a fire unless it's fixed.
My guess is that it's probably not smoke or you would have already had a fire.
With that said I'm going to say that it's steam in which case your heater core (which is a small radiator located under the dash) is leaking coolant and the resulting steam is rising through the vents. The steam will have a sort of sweet and yes, a steamy smell to it. It will also leave a funny film from the radiator coolant coating the inside of the windshield.
The heater core should be replaced if my assumptions are correct.

unfortunatly yes the vent arm must be brokin and probaly is the cable going to it most of them u can access that by taking the cover where vent turn is located and just have a boo and see if its off or not

Cabin smells when heat or defroster is on

What your smelling is most likely coolant (antifreeze). You may have a heater core leak. If you dont smell the same smell after running the A/C or just vented cool air from outside for a few minutes then that is your problem.
