White smoke blowing out the exhaust pipe

Sounds like a head gasket leak. Have a cooling system pressure test and cylinder leakdown test performed. In the meantime, you should NOT drive this vehicle or you'll cause more damage.

What does it mean when a strong smell of oil burning and smoke comes out from under my hood?

You have an oil leak , most likely the valve cover gasket. It runs down the side of the engine and burns off when it touches the hot exhaust. Pressure wash the engine at a car wash , a couple of drives later you should be able to see where the leak is and have it fixed. Check your oil level before driving anywhere. If it is a biger leak ,like a broken sender unit or something , you could destroy your engine by driving with no oil.

2005 LeSabre check engine light on due to evaporative emissions

Finding a leak in these emission systems is almost impossible.
All it takes is a pin hole in a hose to screw up the whole system.
The best way to find the leak is to take and have a smoke test done on it. Smoke is injected into the system and where ever the leak is , the smoke will leak out of it. It's faster and more reliable then replacing hoses and other things you don't need. Call dealers, or repair shops to see who does smoke tests.

1999 buick 3.8, was running rough with white smoke.

white smoke tells me engine coolant is mixing with the combustion chamber. you have leaking head gaskets

I have a 1998 Buick Lesabre that keeps losing antifreeze.

Buick 3.8's are notorious for intake manifold leaks. If you are sure you are not leaking externally (look under the alternator and on the top of the transmission), it could be an intake manifold leak. I've replaced mine...I didn't think it was too hard a job for an amateur.
It could also be a head gasket, but the intake leaks are much more common.
