This is a common problem with the 2001 Impala. The intermediate shaft in the steering needs to be lubricated or replaced. There is also a recall on some Impala's. http://www-odi.nhtsa.dot.gov/recalls/results.cfm I suggest you take it to a trusted Chevy dealer and have this repaired.

The problem you have is the Harmonic Balancer. When it goes, the drive belt slides. There is a way to check it using a chalk mark on the balancer. Drive and the chalk line will be broken. Means you need a new Harmonic Balancer.

CAN NOT TURN STEERING WHEEL

do you mean you cannot turn at all? if not you can try to turn the key and rock the steering wheel back and forth at the same time. this will unstuck it.
if it's hard to turn then the rack and pinion is bad.

Ignition switch is frozen,it has happened twice before, played with the key and it worked, now it is stuck again switch is dash mounted and steering wheel is free to turn

pull the steering wheel one way or the other, while turning the key ,if key and switch is hard , spray wd-40 in switch and try that,if the steering wheel is turned with pressure on it, just pull the wheel while turning the key, hope this helps you, thanks robert b.
