I have an intermittent problem with my 2006 For Fusion. At times when I first start it the high beam light is on the check oil light is on and the Emergency brake light is on and I cannot put it into gear....
OK, I have not heard of this sort of issue before, however, on first start-up, a modern car (ABS, ECU/M, EFI etc.) goes through a "light test" on the dashboard system which is controlled by the ECM so that you (or the tech) can see if there is a blown bulb, that test sequence MAY prevent the brake pedal interlock from working at once, although I don't see that happening.
The first thing I would suggest that you do is go to a local auto parts store in your area (eg;Autozone, O'Reilley's, etc) and ask them to read off the codes stored in the computer and then go from there.
If this were a 90's chevy small truck. I would have said to look for the common ground bolt under the dash and re-tighten it as that can cause the turn signal indicators to not "flash" while allowing the signals themselves to work, also that MAY cause the other dash lights/ gauges to light up or malfunction intermitantly.
