I just changed the valve cover gasket and spark plug well seals for oil showing in the metal tubes when I went to take the plugs out. I wasn't sure if this is what ou experienced, or just that there was oil on the electrodes AFTER you removed the plugs.

If the oil shows in the Spark Plug Wells (tubes), then the Fel-Pro kit includeds the required gaskets and replacement rings for the bolts which hold the cover down. Total parts inluding spark plugs was about $60 Canadian. Mechanics had quoted 1/2 hour labour.
For reference the Haynes manual shows this job on page 2A-4

If there is oil on the plugs you might need valve stem seals or rings in the engine

What cause my 2000 dodge neon to stop on me and now it wont even turn over. and all of the spark plugs is cover in oil?

it is possible that your neg battery terminal could be losing contact or coil could have stopped working and im sure the oil on the spark plugs has a bit to do with the running issue . You need to change the valve cover gasket make sure nothing is cracked clean up the valve cover and engine side surface install valve cover gaskets and bolts torque em down and see what happens youll probably have to replace the spark plugs or clean them up real good

The 2000 dodge neon is only getting spark the 2nd and 4th

Could be the coil, or a crank or cam sensor.
The components would need to be tested.

How to fix oil getting on spark plugs?

This problem is caused by the seals around the spark plug wells leaking, to repair this you must remove the valve cover and replace the spark plug well seals (4 of them).

2000 NEON NOT FIRING ON THE #1 CILENDER

#1 cylinder not firing, check spark plug, spark plug wire, remove spark plug and use a compression tester, and check the compression of that cylinder. should have at least 65 pounds of compression per cylinder. If the compression is low, you may try shooting a little oil in to that cylinder, replace spark plug, and try running motor again. if the compression is low on said cylinder, could be due to bad piston rings. requiring a motor rebuild.

After placeing plug cylenders back through valve cover grommits what keeps the oil from entering the plugs from the bottom of the cylinders ? {2000 dodge neon 2.0}

If i understood your question correctly, the piston rings, usually 3 of them, keep the oil (from the crankcase) from entering the combustion chamber, where the spark plug fires.

2000 Neon started missing but when I drive it fast it runs better, and the check engine light is on. Also, I changed the spark plugs but 1 spark plug has oil on it. What do you think it is?

you need to check the check engine light first. then the miss can be from the oil on the spark plug i would replace that spark plug with oil on it and replace the valve cover gaskets this will prevent the problem from happening again
