Bad water pump, low on water..thermostat bad, cooling fan or fan relay switch broke,clogged radiator ..Catalytic converter clogged .....These are the first things to check...
Checking the wiring diagram shows that its built into the pcm. Have you checked and confirm there are no blown fuses? There is a 60amp fusible link feeding that side of the pcm. I doubt the pcm itself is at fault. How do you know its not the fan at fault?
There should be a diagram of how the belt goes on right under the hood, right next to the radiator, if it is gone then go to "autozone.com" and look up the info there.
