Had the same problem in a 95 GMC Sierra SLT, replaced the circuit board for the wiper controls fixed it, intermitent ground fault in the board.
http://www.carid.com/1998-gmc-safari-wipers-washers/ - look at the pulse boards.

most likely a bad switch, the turn signal lever/stalk is the switch for all three functions, wiper, wash, turn signal.

If the wipers work on normal setting, would not be a relay problem. The intermittent wipers and the washer motor are separate issues-if all on the same stalk, it is probably a bad switch. Hot wire the washer motor with jumper wires to check motor operation. The motor is probably mounted on the bottom of the washer fluid reservoir. Good luck.

maybe it's not problem with motor maybe is switch of wipers,or cabels that conect to wipers motor,or its fuse.

if your turn signals are working your bulb`s are OK something is wrong with your turn signal switch in your stering collum

Got a 2003 GT convertible, intermittent wipers

The turn signal switch and wiper switch are one unit called a Combo switch. The good news is it is easily changed. After opening the column covers it is held to the side of the column with two torque head screws. You don't have to remove the steering wheel.
