Drain all the oil and put on new clean, also repl the oil filter.
Your coil pack may also still be wet-- , mark your spark plug wires and the coils and remove them. Make sure the coils are dry the spark pulg wires ends are dry. Also the plug or the main harness to the coil pac may be wet still, pull the plug and dry that, use an old hair drier or just let it sit a day longer.

No sparck and high fuel pulse

High pulse width indicates the need for a vary rich mix sent by the ECU. This could be due to a very bad coolant temp sensor, or some other strange ECU problem. The plugs sparking only once could be ECU cutting spark due to sensor out of limits.

Drove my '99 Stratus through high water & wont start 2 weeks later

If water went over the hood and into your air cleaner there's probably water in your engine. change your oil. Pull your spark plugs, leave them out for a few days to let any water in there dry out. pull your air cleaner, if it's wet, throw it away and get another one. After a few days pour some Marvel Mystery Oil into your spark plug tubes or spray PB Blaster (encase your pistons are rusted to the block)

This may not get it working, if there was water in the engine when your were trying to start it you may have bent the valves, water doesn't compress.

However I would do these things before condemning your engine.

Oil look milky/air wet(change)went throught high water but stillwant start

If the oil is milky you need to drain it and replace it and the oil filter.Your plugs may require removal and drying off along with any other ignition parts that were in contact with water that have not dried.Would recommend removeing air filter cover and drying this area also if water has came in contact with this area. Once your all dry it should start

We got stuck in high water the other nite, the van died and we couldnt get it to start so we had to be pulled home, now the van wont start, we took the starter and had it tested, and they said its good,...

If the starter was tested outside the car's engine and it worked , thn problem now could be the engine is not free and thus not rotating and the starter therefore can't rotate it too.
Try to rotate the engine by using a box spanner at the front crankshaft pulley and see if it's rotating (the motor).
