All ECU/PCM (EFI ) all cut the pump for many reasons.
PCM is PGM-FI , in honda speak. PCM is modern term.
first really is fuse checks. !!!
1: no spark. (did you pull the CEL DTC blink codes to see if the ECU
is unhappy?
2: many cars (you must crank to run the pump) so looking not cranking for 12v at the pump , you fail and is normal.
(2 man rule one to crank, one to listen or check voltage at pump
or pump pressure at rail or filter) (a new filter is a good ploy now)

this EFI system has 3 parts to make spark. (not counting coil)
crank sensor (the ECU will flash a code if dead, did you looK).

1. Use a jumper wire to connect the two terminals of the service connector together.
2. Turn the ignition switch ON ; the check engine light will display any stored codes by rhythmic flashing.

In the event that a code is encountered which is not on the chart, re-count the number of flashes. If the code is truly wrong, it will be necessary to swap the ECU for a known-good unit and recheck. Since this can be expensive, you may wish to bring the car to a reputable repair facility if no other cause of the failure can be found. TROUBLE CODES System Diagnosis READING CODES When the "Check Engine'' warning light on the dashboard comes on and stays on, it indicates a problem in the fuel injection/emissions system. Check the ECU for fault codes. On certain models, some codes will not trigger the check engine light; if driveability has suffered, check for stored fault codes. The most common error when using fault codes is to assume the indicated component has failed rather than checking the entire circuit. The presence of a trouble code means simply that the electrical circuit for the named component is not functioning properly. For example, a code for the oxygen sensor circuit does not automatically mean the oxygen sensor has failed. A wire terminal may simply be loose or corroded at the connector. When using diagnostic or fault codes, always remember that the entire circuit including the component must be checked carefully. Well you need to pull codes first under the glove compartment their is a connector with 2 wires connect with a jumper wire turn key to on position dont start motor. count the check engine lights. long flashes are 1 short flashes are 2 position so lets say 2 long flashes and 4 short flashes code24 check a manaul or call auto zone for free then go from there

Hi, a few questions 1st. Did your mechanic check for engine codes? Is your Honda a v-6 or 4 cylinder?
The flashing D4 light indicates a possible transmission malfunction. You should avoid rapid acceleration until the cause of the light blinking is determined.
If you have the V-6, there is a diagnostic port to connect a scan tool to read any stored engine codes that have turned on the check engine light. This port is located behind the ashtray in the center console (most cars did not have this til 96).
If you have the 4 cyl engine, there is a service connector located under the dash on the pass. side. Inside the connector is what looks like a 2 wire plug should be attached. Take a paper clip, unbend it, and insert the 2 ends of the clip into the connector to 'jump' it. Turn the ignition switch to the on position (don't start the vehicle), and the check engine light will flash. Count the flashes, short flashes are for code #'s 1 to 9 (single digit code), a 2 digit code will be a long flash for the 1st digit, followed by a short flash for the 2nd digit. If there is more than one code, they will be separated by a pause. They will repeat so you can count them and write them down. Let me know what the code #'s are so I can help further. Curt

on my 95 accord my d4 light used to flash after driving for for an hour or 2 then the speedo would do strange things.so i changed the speed sensor relay [located on the gearbox] and solved the problem.
