Make sure your instrument panel dimmer switch is not turned down. It is a "thumb wheel" located in the dash to the left of the steering column. Roll the thumbwheel UP to make the instrument panel lights brighter and roll it DOWN to make the lights dimmer.
ALL THE GM SPEEDOMETERS ARE JUNK THEY HAD PROBLEMS WITH THE CAVALIERS THE GM TRUCKS ..SOME OF THE GAUGES WOULD WORK SOME WOULD JUMP ,THEY HAVE SERVICES ON EBAY THAT REBUILD YOUR COMPLETE SPEEDO THEY REPLACE ALL THE BULBS AND ALL THE SERVOS FOR 70 BUCKS. BUT YOU HAVE TO TAKE IT OUT.AND SEND TO THEM.

Those bulbs may have just blown, or maybe a fuse is blown. But the odometer that is another thing, like maybe the cable but its not the neutral switch.
This is not LED but LCD, this means it has no light emitting capability of it's own, there is a back bulb light behind it, you will have to pull the cluster out to replace that odometer back light bulb.
