Driver's side low-beam headlight 2004 Buick regal, voltage about 11 vs 12.5 on the passenger side. Assume a short to ground somewhere?. Keeps driver side headlight from lighting. All other lights in housing appear to be working (turn, parking, hi-beam).

Power for the headlights on the Left side (High and low beam.) comes from the same fuse... The ORANGE wire and the ORANGE/BLACK are the same, they connect in the harness. If you only lack the 12v to make the light work connect them at the headlight assembly.
If your low beam also lacks ground the Left low beam ground is shared with the right low beam ground... Run a wire from left low beam DARK BLUE to right low beam DARK BLUE/WHITE.
If its not working now then your cursed, seek a witch doctor.
I have the same problem on a 2005 Buick LeSabre. In my case the driver side headlight doesn't work, the passenger side does. On this car there is separate fuse for each fed by one relay. The passenger side has 12V at the fuse, the driver side only has 3V. The driver side has no ground continuity. If I put the voltmeter on the driver side fuse's hot and the passenger side ground, I get 12V. How can I fix this as I cannot get the fuse box out to inspect the wiring below.
