Unlee the starter came with a lifetime warranty and was reconditioned from a reputable repair shop, then you may need a starter so don't count it out.
You will want to inspect the starter, bench test it. Bench testing the starter will bypass the cars starting system. This is one step that will help narrow things down. You will need to be able to get underneath the car SAFELY.
The ignition switch, the starter relay, as much related wiring that can be seen needs to be inspected for breaks, corrosion, over-heating, loose contacts or connections.
A test light can be very helpful in testing wiring and checking the starter (trigger wire). Also the test-light can be used to test for good grounds. The starter can fail to work for a variety of reasons so check everything.
