Assuming you have checked your owner's manual for this info. there is usually a legend on the inside of the fusebox cover it will probably say "instrument lamps"

Not to insult you, but are you sure you haven't unintentionally and without knowing you did so turned the brightness control all the way off? If you haven't, and the fuses are good, seems like a wiring issue.

My cigarette lighter is not working in a 2008 prius, i have checked the fuses and there fine. i am thinking it may be a setting or something.

more that likley the wires have came unpluged in behind the lighter you will have to pull the dash apart just a little to see.

Dash warning light not found in manual - hot to turn it off

The flashing key-inside-a-car means the anti-theft system is working properly. On page 84 of the 2009 Prius owners manual, the explanation indicates that a flashing key-inside-a-car is normal, and is desired. It should extinguish when the automobile is operating. It may be distracting, but it's a good thing!!

Toyota 2008 Prius Touch-Screen

Problem is resolved, 
I pulled & giggled a couple of fuses, found one fuse that had an extend fuse container was probably not quite seated right. Will notify dealer & replace several working fuses with new. rr
