Toyota products usually don't use a shut-off for the fuel system.
If the fuel pressure is low, you would need to check the fuel pump relay for power and then the pump.

There are 2 sensors on the engine that sent a signal to the computer and speedometer and tach. When one of these goes bad it can make the speedometer and tach go all over the place and also just stop working. This can also cause all types of engine running problems because the information being sent to the PCM will be incorrect all so. The units are easy to replace once you find them, it seems that they are located in different areas of the engine with each year the vehicle was put out. Your local dealer should be able to tell you the location of each sending unit. Hope this helps.

1992 ls400 engine light was on replaced thermostat now lights off......fans dont work anymore,last time it worked was about 3 weeks ago now having overheating probloms

First inclination is a fuel delivery problem. Several causes for this are:

1. Clogged fuel injectors
2. Air in fuel line
3. Leak in fuel line
4. Bad gas filter
5. Bad fuel pump

no, because the tach uses a different sensor than the speedo. You probably have a connector issue. Is the clock on the same panel? See if you can reach behind and push on the connector. If you want wiring diagram, let me know and I'll see if I can find it.
