Overdrive is electrically controlled by the pcm. When it's cold you need to check to see if the pcm is grounding the overdrive solenoid. If it is the solenoid might be bad or if the pcm is not grounding it then you need to check items that would cause the pcm to lock out overdrive. Coolant temp, TPS, Vehicle speed sensor, ECT. You will have to have it scanned to do this.

I had the same problem with my 92 dakota it has the 5.2 v8 and automatic trans, i was driving down the road and notced that it wasnt going into overdrive then my check engine light came, so i went back home to read the codes , 34 and 36 came up, which is all smog related bs, i disconected the batt for a few mins , no check engine light and it goes into fourth and has been working good so far.
