Ahhhh GM did such wonderful and innovative things in the 80's and 90's. My little Skylark (82) had the fuse panel in the glove box. Early re-intro-ed Monte Carlo/Impala had them at the dash ends. You open the door and wa-la there is the fuse panel for that side of the car. But I digress, sorry. The most likely place for your horn fuse is in a panel up along side the kickplate on the drivers side. Get ready to do the "fuse panel crouch." Be forewarned, there is also a fuse/relay panel under the hood. Hope it's just a fuse and not a horn relay. And as a side note: our Kia lost it's horn. Though it was fuse/relay etc. It was simply a wire unplugged from the horn.
Don't know how particular you want to get but a simple little black spring loaded pushbutton mounted where you like, with a hot wire from fuse panel or other source as long as its protected by an inline fuse of some kind, and attached to one terminal on back of button & a wire from other terminal on button, out through firewall and to the horn connection, will probably do it.
You can unplug the horns under the hood but the relay will still be on draining your battery....the horn pad is warped and when it sits in the sun it will flex and make contact so you need to take the pad off (2 screws behind the wheel) disconnect the single wire from the pad and tape the end up
