Hi, the reason your fog lamps is filling up with water is that the seal between the outer lense and the backing part has failed, now their is no way of repairing this as once the water gets in its to difficult to get out and seal again.
The only option you have is to buy new fog lamps they are not expensive to buy and are easy to replace.

What causes them to leak like this is when they get hot and cold due to the sun being on them this causes the plastic to stretch and then shrink when it cools again, this then causes the bonding between the two halves to fail allowing any condensation and water to form inside the fog lamp.
Failing to change these lights could cause the electrics to short out and then this could cause problems with the fuses and wires in the car so changing this as soon as you can to prevent further damage to your car.

Possible water pump. Remove the belt and grab the pulley , wiggle and spin. Check the other pulleys as well.

I have a 99 buick regal LS and my fog light has water in it from the rain and i want to know if u could show me a diagram on how to remove the old fog lamp and put in a new one?

u need to get under the car, and undo the 2 bolts that hold the bracket in place..
i replaced both of mine, and the new ones came with a new bracklet as well as new bulbs..very easy to replace

Don't no were to find my buick regal gs 98 fog light fuse my fog lights stopped working and I'm getting no power the the fog light button it worked yesterday n now it won't turn on after I replaced my fog...

the fuse for the fogs is in the fusebox in the passanger side door panel. the relay is located under the hood in the fuse box directly behind the battery its relay number 17 if im not mistaken hope I could help

How do i replace my 2003 Buick Regal LS head light switch?

GM Lumina/Grand Prix/Cutlass Supreme/Regal 1988-1996 Headlight Switch - REMOVAL & INSTALLATION

Except With Head Up Display (HUD)
(see Figures 1, 2, 3 and 4)

Disconnect the negative battery cable.
Remove the instrument cluster trim plate by unfastening the retaining screws or simply unsnapping it.
If necessary, remove the air outlet trim plate. If may be secured with screws/bolts or clips.
If accessible at this time, detach the switch electrical connector.
Remove the switch, using one of the following procedures:
1. Unfasten the retaining bolts/screws from the switch, then remove the switch from the instrument panel.
2. Unsnap the headlight switch from the instrument panel.
If not already done, detach the electrical connector from the switch at this time.

To install:

Attach the switch electrical connector and fasten the switch to the instrument panel. If the switch is secured with screws, tighten to 18 inch lbs. (2 Nm).
Install the air outlet and cluster trim plates.
Connect the negative battery cable.

With Head Up Display (HUD)
(see Figure 5)

Disconnect the negative battery cable.
Remove the steering column opening filler panel.
Remove the instrument cluster, as outlined earlier in this section.
Depress the locking tabs, then pull the switch out.
Detach the HUD electrical connectors.

To install:

Attach the switch electrical connectors.
Snap the switch securely into the instrument panel.
Install the instrument cluster.
Install the steering column opening filler panel.
Connect the negative battery cable.

Notes FOG LAMP BULB REPLACEMENT - FRONT

REMOVAL PROCEDURE

Remove the front bumper fascia deflector.
Disconnect the electrical connector from the front fog lamp bulb/socket. CAUTION: Refer to Halogen Bulb Caution in Service Precautions.

Rotate the front fog lamp bulb/socket counterclockwise to release.
Remove the fog lamp bulb/socket from the front fog lamp assembly.

Install the fog lamp bulb/socket to the fog lamp rotating clockwise until fully seated. CAUTION: Refer to Halogen Bulb Caution in Service Precautions.

Connect the electrical connector to the front fog lamp bulb/socket.
Install the front bumper fascia deflector.

Replace the fog light bulb.

you don't. you disconnect the wire on the back of the light assembly and then the bulb twists counter clockwise and pops out, to re-install reverse the procedure. the wire is accessible from below the car under a black plastic flap the pulls down out of the way directly underneath the fog light.
