To check power turn on AC if fans work it is the fan thermostat. I not then it is electrical fuses (dash under radiator overflow, next to battery) or check plug on shroud for corrosion.

Check fuses first, then power to the fan, if none, that takes you to the relay, be sure thats getting power

Do not have manuel for my used 1992 Nissan Maxima and the air is constantly blowing how do I get it to turn all the way off

turn the fan off and select the floor for dirrection of flow... you can also choose the recirculate to shut off the movement of air altogether while the fan is OFF... but the windows may fog up....

WHAT U CAN DO IS TRY TO CHECK IF ANY PIECE OF THE CABLE HAS ANY DAMAGE TO IT, IF NOT THEN TRY TO CONNECT UR FANS DIRECT TO THE BATTER IF THE FANS WORK DIRECT THEN IT IS YOUR RELAY SWITCH THAT NEEDS TO BE REPLACED
