the cam at T will have a mark on the back of the sprocket that lines up with the cylinder head, the crank at the bell housing under the green plug if automatic at T if manual at 0. also need to time the distributor , see the pictures.
Did you remember to reconnect your Cam Position Sensor after putting it all back together? One tooth off shouldn't have bent a valve (but pressure checking cylinder will answer that). Did you check TDC once the belt is tight?

Sounds like your fuel pump is going bad, or it could be an ignition break down, possible ignition control module, if its the ignition module it's best to get it with the distributor then by it's self, much cheaper as an assembly.
If there is no dipstick, chances are you have what is known as an 01M transmission. The fluid CAN be changed, but it is a bit more involved than normal. I STRONGLY suggest you read the Bentley manual or better yet, Google "Dan's VW page". Good Luck
