I'm interested in knowing if this is a relay switch I can replace myself, or an internal part in steering column etc. that would require a service visit?

I live near Chicago and had lived in Arizona as well. the variances in tempretures wreak havoc on electrical componets in all vehicles. usually the circuitry is sealed for weather purposes and the change in degrees from 100 above to 20 below will crack the seal making the part useless. the steering wheels horn pad is the worst design for the material it is made from contracts from the excessive cold weather and shrinks making the horn to go off

On my 1997 Chrysler Town & Country , my Horn and Cruise control went out , checked fuses and relays. They were good. Now the Air bag light is on. what could be the problem??

This is definitely an issue with your clockspring. The clockspring is a device in the steering column that provides electrical contacts for horn, cruise and airbag. The good news for you is this part is covered under a Chrysler warrantee / recall.

Have a 1997 Lincoln Town Car. The cruise control on and off switch in the steering wheel has stopped working. What is the procedure for replacing that switch and can the average person with a little bit of...

First, have your VIN# checked for the cruise control recall. There was a fire problem and the button inside the car is not the problem.

If you had the recall performed, they put a fuse inline. It may have blown. If you need to replace the button, check out a Salvage yard which will give you the opportunity to see how the parts fit before you tear yours apart. The Salvage part would be cheaper than a dealer part.

1997 lincoln town car sounds continuously, have pulled horn relay and security system will go off in the middle of the night - can reset with key fob. Is the problem a horn switch or clock spring?

this is most likely due to a defective door open/ajar sensor, it is not related to the horn pad/airbag, this happens during hot days from horn pad warping due to heat, have the driver door ajar switch replaced.
