Pry off the plastic cap off the bottom of the steering column. There is a small white plunger in this access hole and press while turning the key to the lock position.

SOURCE: 1997 pontiac sunfire key wont turn in ignition

You will have to have the ignition cylinder replaced in the car. The only thing that keeps that ignition from turning is a little tang on the sdie of it. The only way that tang moves is by the tumblers inside the cylinder moving it. They will have a hard time replacing it too as they can't remove the cylinder from the bore until it is in the "run" position. Obviously there are ways to get them out but it usually involves using half the tools of a good tech's toolbox. if it is towed the towtruck driver will have to use dolly wheels or remove the shifter cable at the transmission to get it to move as it will be stuck in park- unless is a standard shift.
I am sorry for the bad news. Get a second opinion from somebody that can put their hands on it , but it sounds like you have a tried all or most of the tricks.
Good luck...........Scott

SOURCE: Squeaking steering column

Parts will get cheaper, that's what will happen. There are alot of companies that make the replacement parts. What you need to do is grease it not WD it. Pull the steering wheel and tighten everything up in there and grease where there's grease, use molygraph, it will last alot longer than WD. WD is a penetrant, not an all purpose lube. Wrong tool for the job.

SOURCE: justchanged the steering column in my 1999

The passlock needs to be reprogrammed to the key.
PASSKEY LOCKOUT RESET ALL GM CARS 1999 AND UP
1) Put the key in the ignition and turn to the "ON" position. Leave it that way for 10 minutes. After 10 minutes turn the key and take it out. Repeat this process (2) more times (3 times, 30 minutes total) This should reset the PASSKEY system to recognize your key
.
After the last time the vehicle should start.

2004 Pontiac Gto: ignition switch key will not push in to allow the key to turn. What causes this ?

Well if wiggling the steering wheel doesn't work there's more to it. I can't take credit for this fix, but here's a link referencing the exact problem and solution. It does involve taking the steering column apart somewhat but it doesn't look too bad. In case the link below gets removed for some reason, just Google: "2004 Pontiac GTO key wont turn" Good Luck;

Key wont turn in ignition, steering column not locked?

You said the steering column is not locked, so I assume you have tried turning the steering wheel from side to side while you try to turn the key. Have you tried pulling the key out very slightly, or pushing it in harder?

Security light won allow startup

sounds like the 2 wires on the lock cyl are broken you have to remove steering wheel, lock plate and turn signal switch to get to the lock cyl then the 2 wires run from the key lock cyl to under dash so you will have to run them into the steering column you do need special tools to replace the lock cyl

1997 Pontiac Gran Am Key problem

There is a solenoid & plunger next to the ignition switch inside the steering column that stops functioning. The plunger must be retracted in order for the switch to turn all the way so the key can be removed. manually insert the plunger and take out the key.
