The body controller relays are all in the distribution box under the hood on the firewall on the driver's side. This is where the very high current-draw fuses are as well.
There is a 12 volt stud (maybe 2) at the entrance to this box which will be exposed when the cover is removed. You can use a test lead jumper from one of these direct-from-battery studs to the horns. If the horns still don't work, they are dead. If they do, and the relay/fuse is good, then check the wiring harness to the steering column. If that's okay, check the horn contacts in the steering wheel. WARNING--remove the airbag fuse first! Then remove the front cover of the steering wheel and carefully remove the airbag assembly AS ONE UNIT. Do NOT disassemble the airbag assembly. Then you can check the horn contacts.

SOURCE: fuel pump relay for a 1994 Chevy Truck WT1500

The Fuel Pump Relay is located in the Glove Box under a little cover on the upper left side. The Fuel Control Relay is the left relay and The Fuel Pump Relay is the right. To test these relays, swap them and then try to start the vehicle, or blow the horn. If the horn blows then use that relay for the pump and you may at least drive the vehicle where needed! If the vehicle starts, then replace them as a pair.

It may be your horn fuse. It will be in one of your fuse boxes. Just follow your diagram on the fuse box lid.

1999 Chevy Cavalier Horn Relay Location

The relay is located under the glove compartment. Little difficult to get to but if you peek your head just underneath, you'll see it. Easy to take out and replace. Ive replaced mine and still have a problem. I hear a clicking noise and even can feel the contact when horn is pressed. I changed the horn about 1yr ago and now am wondering if the horn could have gone out so soon.
