try turning up the brightness of yo inst panel light should around the headlight swhitch or will be a small nob or button with a picture od a light bulb with lines around

make sure the vehicle isn't over heating. if not the heater core may be stopped up. can check hoses going into and out of heater core. make sure both are hot. if inlet is hot, and outlet is hose is cold, the heater core is stopped

if you have aftermarket lights hooked up to the dash light it has been known to smoke the rheostat that controls the dimmer. I would also check the other fuses, sometimes the cluster refers to the guages themselves and not the lights that illuminate them
SOURCE: I can`t find the fuse for the dashboard lights on my 2000 jetta.
First, make sure it's not that your dimmer switch has been turned all the way down.
Check fuse 22 and 23. If they're good then you may have a bad ground somewhere. Check the board and fuse box under the battery (yes, I know - but thats where vw located it) for corrosion.

Your dash needs to come out. These bulbs push into a plastic piece that "twists" into the back of the dash board. (About a 1/4 turn) Unless you can get at them from underneath, but I think it's to tight.
