Where is the starter located on an 94 oldsmobile eighty eight

It is located between the radiator and the motor, back towards the transmission. You should be able to get to it from underneath. You have to work around the cradle, but you can get to it.

How hard should it be to get to the crank shaft

It isn't hard but you will need a three jaw puller to remove the balancer. Also you will need a impact gun and a 15/16 socket to remove the balancer bolt.
