Ya, clasic short to earth problem, where however i can not tel, If you not technical and hands off refer the vehicle to auto electrician, Else if you think you are capable physically trace the wire from the hooter pad on the steering wheel to the horn.
There is a thin plastic pad containing a gel that prevents the electrical components within the horn pad from touching eachother and setting off the horn automatically. This gel dries out over time thus preventing it from performing its function. This results in the horn going off automatically.
It's most likely the clock spring. I fixed my 2003 using this link. I reposted in FixYa, but I cannot find it, so here you go...
