As far as I know the 94 explorer had a 4.0 liter with distributorless ignition. Are you sure you have a 94 explorer with a 4.0 liter engine?
On the 4.0 liter the passenger side of the engine are cylinders 1-2-3 the drivers side is 4-5-6. The cylinders should be labeled on the coil pack. The passenger side of the coil pack will be cylinders 1-2-3 from front to back. The drivers side is a little tricky. From front to back it will be cylinders 5-6-4.

Hello morris_valen: My name is Roger and I can help. The fire order is 1-3-7-2-6-5-4-8. Number 8 cylinder is the rear plug on the drivers side. The cylinders run front to back on the passenger side as 1-2-3-4- and on the opposite side front to back 5-6-7-8.

I believe the fuse for your starter is in the power distribution box, 93 explorer 4.0L 4X4. find diagram for this in Chilton Ford Ranger/Explorer/Mountaineer 1991-1999 Repair Manual 26688 page 6-43 Fig.88 Be aware that there are (4) figures for the 93 4.0L explorer and each shows a different part of the same engine wiring. See top right 'power distribution box' follow lines to the part of your engine you are concerned with, which fuse number, then look inside your engine, passenger fender, push down on the protective ?wall then pull the cover up, see your diagram and fuse numbers.
