It's the turn signal switch behind the wheel down the column. You'll need to pull the steering wheel off to get to it. Very common to go out. http://m.youtube.com/watch?v=XUjOumBkISo
We are having a similar problem, but the lights do come on when they are turned on manually. From what I've researched elsewhere on the web, it sounds like a faulty switch in the steering column that controls the high beams is the cause. Curious to know if you had this fixed and if that turned out to be the problem in your case.
I am pretty sure it is the body control module. My 02 sable is currently having a similar issue. On a random day my girlfriend took the car to the store, the car started honking when she went to re-enter the vehicle. never done that before. Later that night the left front turn signal will not shut off. the turn signal light on the dash stays on solid, this morning the bright light indicator was on solid and the turn signals worked perfectly fine until the blinker light eventually went back to on all the time. I disconnect the battery at night or if I am not going to drive it for a few hours. But I am 99% certain it is the BCM causing this.
don't turn the switch that far .if you feel a click you went to far rotate the other way past the click to the point the lights stat the brightest without going so far with the switch.
you need to replace the turn signal switch, its loose and making contact when it should not,,causing the headlamps to come on,replace the switch,,like $50 for the new part, not too hard to install
