usually they are located on outside of windshield on bottom of the outer windshield moldings must remove to see wiper motor hidden under black moldings with pop buttons

I suspect a bad multi function switch located in the left hand side of the steering column. This switch controls your high/low beams/wiper delay/windshield washer/turn signals and hazards.

If your wiper work on slow and high and delay does not work its wiper delay module need to be replace. Get one from a junk yard save you some cash, common on dodge vech. 04883827AA for windshield wiper motor delay module. hope that help some

sounds like you have a bad multi function switch ( the wiper switch that is also a turn signal switch)

sounds like wiper motor is tied up. new wiper motor.
