you need to check the MAF sensor, Mass air Flow,is the sensor located in the big plastic hose from air cleaner to throttle body. My recommendation is to buy a can of Maf sensor cleaner and spray in their first. And that doesn't correct it, then replace. need to check the charging system..when a car sits for a long time the battery should be disconnected or compl,etely removed..sounds like operating voltage is too low check the alternator for stuck brushes or malfunctioning regulator..should show around 14.5 -16 volts..
If the car was sitting for that long with the battery connected there is probably corrosion at many if not most of the connections. Time must be taken to loosen, clean then reconnect these. There is a main ground strap from battery to engine, then there should be one from engine to body. This should be above engine along firewall. simply finding connectors on the wire harness and wiggling them around should tell you if they are loose from sitting
Have tried getting quality gasoline at a reliable station? It sounds like water in your fuel system. Add a couple bottles of Iso-Heet fuel system dryer everytime you fill up the next few times, and that should cure it.
It sounds to me like you may have a blown intake gasket, which is very common on the 3800 V6 engines used in these cars, as for your power steering, the resevoir is located bellow the alternator on the back side of the engine ( it will be directly behind the pulley driven by the drive belt)
